SCO Summit 2026 in Bishkek: A New Stage for the Organization

From August 31 to September 1, 2026, Bishkek hosted the Shanghai Cooperation Organisation (SCO) Summit, which became one of the organization’s most significant high-level meetings in recent years.
The summit focused not only on the traditional political and economic agenda, but also on a number of decisions that could shape the SCO’s future structure and practical mechanisms of cooperation.

The main outcome document was the Bishkek Declaration on the SCO’s 25th Anniversary, adopted to mark a quarter-century since the organization was established. However, several decisions adopted alongside the declaration may prove equally significant for the SCO’s further development.

What Is Set to Change?

1. Amendments to the SCO Charter.
One of the key priorities is the revision of the organization’s founding document. Over the 25 years of the SCO’s existence, such comprehensive amendments have been relatively rare, reflecting the transformation of the organization itself, as well as the expansion of its membership and the evolution of its priorities.

2. A Universal Security Center.
Another important decision concerns the establishment of a new security mechanism. The proposed center is expected to serve as a specialized platform for cooperation among SCO member states on a range of security-related issues.

3. Anti-Drug Center in Dushanbe.
As part of the continued development of the organization’s security mechanisms, the SCO also plans to launch a specialized Anti-Drug Center in Dushanbe. The agreement establishing the center was ratified in April 2026.

4. SCO Development Bank.
Another major initiative is the establishment of the SCO Development Bank. Consultations on the project have been underway since last year, and the creation of the institution would represent an important step toward developing new instruments for economic cooperation among SCO member states.

5. From Declarations to Practical Mechanisms.
This shift toward practical implementation is what made the 2026 summit particularly significant. For many years, the SCO has adopted declarations and established broad areas of cooperation. The organization is now moving toward the creation of specialized institutions and mechanisms designed to translate these priorities into practical action.

Amendments to the Charter, new security mechanisms, a specialized anti-drug body, and the SCO Development Bank all point to the organization’s gradual transition toward a more institutionalized model of cooperation.

For Bishkek, hosting an event of this scale also resulted in a significant increase in business and international activity. Official delegations, business representatives, and international organizations arrived in the city, while the transport infrastructure operated under increased demand and special traffic arrangements.
